The technician is a US Air Force personnel working on nuclear bomb device in Stargate Command.

Character's evolution

"Children of the Gods" (1997)

The technician is on the Stargate ramp, working on a Mark V nuclear bomb. He is setting up the bomb, starting the countdown at 40'20". Colonel Jack O'Neill, Major Samuels and General George Hammond come into the SGC embarkation room at this moment. O'Neill is horrified to see the bomb.

After admitting that the Abydos Stargate is still functional, General Hammond tells the technician that they will send the bomb through the Stargate on schedule.
